your ipad can send iMessages to other Apple devices but it cannot natively send an SMS text.

What? Your iPad? Yes, amazingly people actually buy iPads to do a great many things other than text messaging.
a Surface pro also cannot natively send SMS texts as it too has NO CELLULAR VOICE channel to use for that. SMS texts explicitly require a cellular phone voice connection. The surface pro, like an iPad or any laptop or computer, can use various apps and Internet relays to send SMS, but none of those devices can send SMS texts natively. They need a service, or an app with an Internet relay service.
