It sounds like you may have a restrictions passcode enabled when attempting a reset via Reset All Settings. If this is the issue that you are experiencing, here are the steps that you will need to process to remove the restrictions passcode.
If you lose or forget your Restrictions passcode, you'll need to erase your device and then set it up as a new device to remove the passcode. Restoring the device won't remove the passcode.

I understand that you are going through these steps as you feel your iPhone isn't performing as expected. Have you tried forcing all open applications to close and restarting the device to see if that corrects the performance issue?
