Is there a way to recover an iPhone once deleted on FindMyIphone without it being backed up? My mac has my pictures but it was stolen recently. Is there a way to restore it to my phone through the system?

As far as I know, the only way you can get the pictures back is by backing it up on either on a PC, Mac, or in the Cloud.
If you had your pictures backing up in iCloud via iCloud photo library, login to iCloud on your new iPhone/Mac, and then open the Photos app. You should see all the photos you had start popping up in iCloud Photo library. Hope this answered your question!
