i have to put togethere a slide show of family photos to be displayed on a large Samsung TV after a funeral, in a hall with no wifi.
The built in photo viewer on theTV is dreadful so I am looking for alternatives, one of which is to buy an Apple TV. What I'd like to know is, can I download photos to the Apple TV for viewing offline? And, if so, is it possible to control timings and transitions of the slide show?

No. The ATV is a streaming device the onboard storage is for apps/games rather than personal media (music, photos, movies). Though you could connect the ATV to a personal hotspot to stream the shared photos from iCloud or AirPlay from another device. However, there is not much in the way of customization for the slide show on the ATV itself...
i'd probably setup a slideshow on a my MacBook and then connect the MacBook to the projector/tv...
TThank you for your quick reply. That's answered my question. I'll do what you suggest and plug in a MacBook. Shame, as it would have been a good excuse to buy an Apple TV
