Read Phony "tech support" / "ransomware" popups and web pages.
The only threat would be to act upon whatever it says, because it is all false. That includes downloading or installing anything in response to such a scam, regardless of the source.

That is a SCAM, usually shown to you by an evil JavaScript on a Web page (or an evil Advertisement on a web page).
No one can determine such stuff from outside your Mac.
Anyone who makes unsolicited offers to "fix" things on your Mac intends to "fix" your wallet (and make it lighter) or steal your Identity.
Just got the same message.
Rang all the alarm bells with me so I didn't click anything, but it's now all I get on the screen when I open safari and can't close it without CMD +Q
When I reopen Safari, it opens again at the same page.
Open Safari with the Shif key depressed to prevent opening previously open tabs
