I understand that you and your husbands contacts are now merged on the one iCloud account that you share. The best way you are going to solve this is setting up an iCloud account for your husband.
To do this, start with signing out of iCloud on his iPhone. When he does this, he will have the option to keep the data that was sync to iCloud. The first article will talk about changing feature and how to sign out. Just make sure to keep the data when signing out of iCloud.

Once that is done, go through the process of creating an iCloud for him. Once you create an iCloud account for him and have singed in, you will be able to remove any contacts that are not his. This will no longer remove the contacts from your iPhone. The steps to create an iCloud account are outline in the next article.

Finally, the last part. I assume that your are using the one Apple ID for purchases. If that is the case, you can sign in at Settings > iTunes and App Stores with your iCloud account. This will make it to where you can have the same purchase under your iCloud account but keep the personal data like contacts and calendars separate.
