Q: computer not reading ipod touch when plugged in

I was given an ipod touch it is used when I plug it into computer it doesn't read it nor does it show up in iTunes. also the ipod lights up but the screen just shows an iTunes icon with a cord. How do I get computer to acknowledge a device was plugged in and how do I get it to show up in iTunes?
