Redeeming credits on iTunes

I am on Family Sharing. My children have asked to purchase apps from the app store. When requesting an app I have signed in with my Apple ID to approve their purchase. The purchases keep showing up on my credit card. I have over $60 credit available on iTunes. I was under the impression that it would automatically take redeemed gift card credits before charging my credit card. This is very frustrating. How can I change this?

I'm sorry. This isn't logical. Why would I want to have a charge on my credit card rather than use the credits I already have. Now I will be forced to put the credits on my children's separate apple accounts to make use of the gift cards they have received. That's completely ridiculous.
How do I go about discussing this issue with iTunes/Apple. You should at least have the choice ( a setting or something) to redeem your credits when family members ask to purchase.

So frustrating.
