I just updated to 9.2 and I cannot make or receive phone calls. I made calls before the update and now it just ends the call. Anyone who calls me, it rings on their end and goes to voicemail.

you can check that do not disturb is turned off.
if you still have issue, take your phone to your phone carrier.
me too....upgraded last night and now cannot make or receive calls. i have a 6 and am on at&t.
In addition to razmee209's suggestion, try resetting your iPhone.
Hold the on/off and home buttons together for about 10 seconds until the Apple logo appears.

You could try phoning AT&T Wireless assistance (at 611 or (800) 331-0500) now. They answer 24x7. It starts with a recording.
