syncing without photos

I have an iPhone 6 plus and back up to iTunes on Windows 8. I do not want to store excess photos on my phone. How can I upload sync my phone and backup without photos uploaded returned to the iPhone. I only want the bulk of them on the PC to save storage on my phone.
