I understand that you are seeing some strange behavior from an iOS device. It seems like this could be due to Restrictions on the device, according to your description of the behavior. Here is an article that will help you address this issue:
Changes to settings and accounts
- Accounts (you can prevent changes to Mail, Contacts, Calendars, iCloud, Twitter, Facebook, Vimeo, Flickr, iTunes, App Store, iMessage, and FaceTime)
- Background app refresh
- Find My Friends (available when you install the Find My Friends app)
- Volume limit
- Cellular data use (available only on cellular-enabled iOS devices)

Dec 13, 2015 11:53 AM in response to braden85by jpfromfl,Good suggestion but didn't work. Restrictions are off on that phone. I was able to turn on my yahoo email on his phone. It seems to be just an issue with his yahoo email account and his iphone. Again, it works fine on all other iphones and ipads. Not sure where else to look.

At this point I would suggest that you try to simply restore the phone as new, then see if the account works as expected when the phone is in a completely new state (in other words, without your backed up information on the phone). This is a helpful troubleshooting step that will be of assistance in determining if the behavior is related to your data on your phone or some other source.
