iPhone 4s using iOS 9.2 only rings after hard restart every 6 hours

After buying and setting up iPad Pro my iPhone 4s stopped ringing or registering incoming calls. The calls went directly to voicemail. I upgraded to iOS 9.2, tried every idea suggested (turn off Bluetooth, toggle airplane mode off and on, reset wi-fi) and then wiped phone clean and used backup from iCloud to reset. By turning off Bluetooth the iPhone rings and calls come through IF I reboot every 4-6 hours. Help please. Can anyone suggest a better solution? I cannot remember to reboot this phone every 4-6 hours because then this really is a useless device. There are no other apparent problems. Texting works, email...apps seem fine.

Sorry to hear that you are having issues with your iPhone receiving phone calls. Let's see if we can get that back up an working for you so you don't have to restart your iPhone repeatedly.
I would start with taking a look at the article below and compare what you have done with it. I would reseat the SIM card as well as contacting your carrier to make sure that they don't have any issues on their end. Another option you can try is resetting the network setting your iPhone. You won't lose any personal data but will have to rejoin any Wi-Fi networks that you previously joined.

Following your suggestions: I went through the article and repeated the ideas again. I went to Verizon and oddly enough they have a helpful troubleshooting list with a few more details worth trying but still no luck. I went back to the apple article and realized I had somehow never tried resetting the network settings. I just somehow kept missing or skipping that one. I did that (finally.) I believe I had old VPN settings in the iPhone that were no longer useful. Anyway, the phone now works. It's old and cranky but at least now it receives calls.
