Iphone 4s data consuming please help

Hi guys, I am using iphone 4s and i updated it last night to Ios 9.2 but after that i am having strang issue that whenever i plug it to charge it consumes data and when i unplug it, it stops. I know it's strange but it's true.

I've tried reinstalling it and downgrading it still having the same issue and i don't know how to fix it. I tried disabling everything still having this issue. I am so tired of finding solution so here's my first post to this forums i hope it get fixed.
