ipad Air 32gb stuck on ios 9.2 update

iPad Air 32gb

Most recent update was to 9.1

Dell Laptop with Windows 7

ITunes 12,3.1


I attempted to update it to 9.2 and it got most of the way through but showed error code 4005. I restarted the PC and it seemed to continue but then showed error code 21.


First the scrren was black. I then held the hime and power buttons together until the apple logo appeared. The iPad is now showing a screen with the power cord going up the screen towards the iTunes logo. ITunes does not seem to recognize it when I either plug it in while iTunes is running or if I start iTunes while the iPad is connected.


It had 70% charge when I started the process. The errors occurred in less than an hour, so I am pretty sure that the battery is charged.


Any help is appreciated
