I forgot my restriction password on an iphone 6Plus. I use the icloud for my music and photos (I think). After I do the restore can I just use the icloud to load my stuff back on my phone?

Yes, if it in iCloud.
If you lose or forget your Restrictions passcode, you'll need to erase your device and then set it up as a new device to remove the passcode. Restoring the device won't remove the passcode.
