Q: I have email in outbox and cannot send ...I receive email but cannot send ...does anyone have a fix for this?

I have email stuck in outbox ....i can receive but cannot get email out of the outbox.  Does anyone have a fix for this?

MacBook Pro, OS X El Capitan (10.11.2)
