deleted trashed item keep coming back

Old previously trashed items keep coming back as new mail. I trash them all, and delete them from the trash, but the keep coming back.
This started recently.

We just noticed this on my wife's iPad, as well. The new Trash All option was a godsend - we thought. But after using the Trash All option to delete all the messages in the Inbox, the next time we fire up the Mail app, all the messages are right back in the Inbox.
