I have a late 2013 13-inch MacBook Pro running Windows 7 using Bootcamp.
My Mac has an Intel Iris graphics card with 1536 MB of video memory. However, when I'm running an application or game, Windows only recognizes and utilizes about 128 MB of video memory. Why isn't Windows recognizing and harnessing the full power of my 1536 MB video card?

There is a section about DVMT that you should take a look. 1536MB is the physical memory present on the card, not what is available under any specific OS. OS Drivers will decide what they want done in VRAM vs what they want done in Shared RAM. In Device Manager -> Intel GPU look at the driver parameters.
The 1536MB may never be used, because it is available, but the GPU driver controls it.

Check the Device Manager -> Intel and see what driver parameters are exposed by the driver. It may be possible to increase it. Typically, changing such values makes very little difference. Are you trying to solve a specific problem/issue?
The problem that I am trying to solve is that I am trying to run a game that requires much more than 128MB of VRAM. However, the game only detects the 128 MB of dedicated VRAM and does not use the remaining 90% of VRAM, which destroys performance.
Basically, I'm trying to get my applications to recognize the 1500MB+ VRAM available and use that, rather than just the dedicated memory, in order to increase performance.
The GPU Driver settings need to be modified. You should check the forum for that specific game and check any modifications done to standard PC (without BIOS access) using Driver Registry settings.
Why don´t you install the Windows-Driver for your gpu? This should know better about the grafics card functions than the general-must-fit-everything bootcamp driver.
I have a mac pro 5.1, gtx980 ti, and on the bootcamp side i installed the nvidia driver for windows. Works perfect.
Keep in mind: make a backup of your important data first!
If something goes wrong, you might have to reinstall the bootcamp driver.
