Q: Purchased Items display incorrect iCloud Status

I have a paid Apple Music Family Subscription I use with my wife. My Apple ID is the Family Organizer. My Apple Music account and iCloud Music Library both work as expected, but on my wife's account, we're experiencing a problem with the iCloud Status of purchased music when added into her account.

 

If she makes a new purchase through the iTunes Store or if she attempts to redownload a past purchase not currently in her iCloud Music Library, instead of displaying an iCloud Status of "PURCHASED" as expected, we get an initial iCloud Status that displays "WAITING." After the tracks are scanned, the resulting status will display "APPLE MUSIC" or "UPLOADED," depending on whether the tracks in question are currently available in the Apple Music catalog. Note, these are non-copy protected 256k Purchased AAC files purchased through her own account (not shared purchases from mine), and not older Protected AAC files either. Again, the problem is occurring on ALL new purchases as well as any past purchases that are not presently in her iCloud Music Library.

 

Logging in and out of iTunes and trying the account on a different computer has had no effect.

 

This is problematic, both because purchased items are intended not to count against the library limit, but also because if she moves to another computer, loads her iCloud Music Library and attempts to re-download these files there, she'll be delivered DRM-wrapped versions, instead of the unwrapped Purchased AACs she paid for.

iTunes 12.3.2 did not solve this issue. We're running iTunes on the current version of OS X --  10.11.2.
