I understand that you are seeing some blue discoloration when viewing a blank white page on your iPad. To begin troubleshooting this situation, I would first suggest reading over and working through the suggested steps located in the following article.
If you see lines, missing sections, discoloration, or poor image quality
- Try to restart your device. If you can't restart, force restart your device.
- If this doesn't work, restore your device.
- If you still see the issue after you restore, contact Apple Support.
