When I right-click in the finder, the "cleanup" option isn't showing. WHY?!!!!!

I already have them set to none in all my folders, yet it's still just the documents and pictures folder that aren't showing the "Clean Up" option 😟

I had the exact same problem.
What you wrote about setting 'Arrange By' to none is absolutely correct. However if you use the method shown above it does not always work. The method that does work is to go to Right click the folder and select 'Show View Options' then set both the 'Arrange By' and 'Sort By' to 'None'. This will fix the problem.
It's interesting to note that if after doing this, if you right click the folder, and change the 'Arrange By' to 'Name' (or anything else) and then try to set it back 'None' it doesn't work. You will need to go back though 'Show View Options' to set it on 'None'. Another 'undocumented feature' of this software is that your background colour disappears when you set 'Arrange By' to anything other than 'None'. I have no idea why!
