any way to locate stolen ipad if turned off?

My iPad got taken yesterday after they busted out my windows. I have find my iPad location app active. Tried to use but its saying cannot locate BC its been turned off. They stole it and what are they going to do now? Try to trade it? Pawn it? They will not be able to activate it BC I reported it as stolen. I haven't erased data yet ? How can I find my iPad?
