My Apple ID says 0 computers authorized, Can't authorize a new computer

I need to authorize my computer to download music from iTunes. I was told I had maxed out the # of devices authorized. I removed a few, but there wasn't a way to authorize my computer. There is nothing to click on.

I'm using a MacBook Pro 17" Early 2011 2.2 GHz 8 GB ram OS X 10.11.1 To try to fix I have removed devices 1 at a time, eventually removing all computers iPhones & iPads. I deleted /Users/Shared/SC Info. Restarted MacBookPro.
