dotted circle sign on pic

Does anybody know what the dotted circle sign mean in the top left corner of a pic ?

There are 3 circles inside each other and the most outer one is dotted (almost looks like an eye?) ... it shows on one of the pictures I have received in imessage.

Searched everywhere, can't find anything ! Your answer is much appreciated : )
