Not authorized to

When I login to iAd Workbench, I was unable to create a new campaign. When I clicked on "Get Started" under "Promote" in the iAd workbench campaign, I receive this error message "This Apple ID does not have permission to access iAd Workbench. For more information, contact the iAd Workbench administrator." However I am logging in using the administrator account of my iTunes Connect organization.

May I know what I should do to start using iAd workbench?
