Try turning off 'find my iPhone' in the iCloud settings if you're trying to restore a new phone from your old phone. Make sure iTunes is up to date and the new iphone software is up to date. I ended up having to set the new iphone up as a new device, then updated the iphone OS, then restore from iTunes : (
