It sounds like you are having an issue with connecting to the App Store except for updating apps that you already have. Is that correct?
I would suggest that you troubleshoot using the steps in this article - If you can’t connect to the iTunes Store.
If the issue persists, continue with the steps in this article - Advanced steps for fixing issues with iTunes Store connection.
