How to organize photos in different libraries

Is it possible to effectively have two libraries in Photos and organize photos between the two? One for all photos taken by different cameras and devices and one library with selected photos I wish to have synchronized with iCloud. If I have all photos in one system library the iCloud space will be huge.

I have so far used Picasa on Windows, but wish to move completely to the apple platform. Unfortunately it seems like Photos is very limited in how to organize photos.
