i also have this problem with my iphone 6. After i added my fingerprint on iphone 6s it stopped working on the 6 and a message pops up saying:
"failed unable to complete Touch ID setup Please go back and try again" and Now my question is, how can I get the fingerprint working since a different person is going to use it??

Yes I am going to sell it but am not in the U.S.A, hence the reason I can't take it to a genius bar. I erased all the content and still the fingerprint set up does not go through, it still fails. Do I still have to delete something or is it a software/hardware problem??

Yes I did. and still it wont work.
i erased all the content, and tried it over and nothing
Touch ID only works if you have a passcode set.
After a erase only the passcode works for the first time, until you set Touch ID again
