Have you tried a SMC reset?

    https://support.apple.com/en-us/HT201295

Have you tried your charger on another Mac?

If you got the battery from Apple, it has a one year warranty.  Bring it back.

    Ciao.

Bring the MBP to the Apple store genius bar for a FREE evaluation.  Based on my experience, it very difficult to connect a battery incorrectly with out knowing it.

Your MBA has a hardware problem.  It could be the charger, the DC input board or some other electrical issue.  A visit to an Apple store genius bar is your best option.
