How to restore Safari to iPhone 6? It just disappeared

 

Tried restore via iTunes...but guessing has to be as 'New phone'

Running IOS 9.2

iPhone 5s, iOS 7.1.2

    Restrictions are meant to be used by the parents to prevent minors from accessing content that is not suitable for them.  Or to prevent them from spending too much money at the AppStore or iTunes store.
