Home Sync Error

There is a problem syncing the file "iTunes Library.itl"

The server is OS X 10.6.8 Server running Open Directory. The client is running OS X 10.9.5.

When mobile users log in or out other their network accounts we home sync. Home sync also happens while they are logged in. If this user has iTunes open and a home sync begins, she gets this error message. I tried excluding that file from home syncing in OD but to no avail. I also tried changing the permissions on the iTunes folder and the contents of that folder to rw everyone, also to no avail.

I'm assuming iTunes must lock this file for exclusive access?

Any ideas?
