El Capitan how to create external recovery hd

In the past there was easy to use tool to create an external recovery HD or CD!

Anything available for El Capitan like it was available for LION!?

Debug-Features build into Apples Disk Utility are also no longer available!

Mac mini, OS X El Capitan (10.11.2), all updates included

thanks for your prompt respones and hints!

Being tired waiting for hours to download things needed to restart and for the possibility to have no access to internet - I wanted to be prepared by using old fashioned CDs/ DVDs or USB-Sticks to be able to re-install or repair all needed stuff locally without internet intervention.

If Recovery Partition on Mac fails or even the drive, you need something external to start with and without using all the download features it will be less time consuming - I guess!

The last Apple generation tool to create external Recovery HD / Stick etc. was available for Lion - as fas as I know - there is nothing comparable prepared for El Capitan!?

Any thoughts?

RecPart Creator only works for your (internal) hard drive with Mac HD - as far as I know the program! I don´t know any possibility to get a working copy of the Mac recovery partition to an external drive / CD / DVD. You even don´t see the partition and the local Debug tools of Disk Utility are also removed in El Capitan! This makes my life miserable on top!

Any other thougts because I am looking for an external solution to be later absolutely independent from Internet in a recovery or reinstall situation!
