iMessage not working after iOS 9.2 update

My wife has an iPad Mini 4 (Wi-Fi only), and ever since the iOS 9.2 update installed, she has been unable to use iMessage. She has an Android phone, but uses iMessage on her iPad to text me on my iPhone.


Going to Settings>Messages and turning iMessage OFF worked. We read that one possible fix was to try this, restart the device, and turn iMessage back ON. Well, iMessage cannot be turned ON (the "switch" will not stay in the ON position). Going to Messages from the home screen brings up a dialog asking for FaceTime activation. She puts in her username and password, and it stalls out. Eventually it returns a message that I can't recall right now (without the device in front of me), but something along the lines of FaceTime cannot be activated at this time. Keep in mind, this is when in Messages, she did not select FaceTime.


Has anyone else encountered this?

None of the steps under Troubleshooting iMessage activation help. We have tried them all, and get the message I noted in my last reply:


A screen comes up that says "Sign in with your Apple ID to activate iMessage."


After entering her information, it stalls for a long while, then returns the following in a pop-up:


Verification Failed


There was an error connecting to the Apple ID server.


OK
