Hey, I know this is an old post, but I recently encountered the same problem that you had and after dozens of google searches across many months (or maybe years at this point), and many complete iTunes re-installs, nothing was working. So I decided to take matters into my own hands and try to figure out a solution on my own, and much to my surprise, I got it working! Here's what I did:
It turns out my problem was that the "USB Mass Storage Device" device in the Device Manager wasn't working right, indicated by a yellow exclamation point on its icon.
So, I actually copied over the Windows USB storage driver from my other computer, which I never had any iPod troubles with. It's called USBSTOR.SYS. Here is my exact file: http://www.rapidshare.com.cn/AO5cHE0
I navigated to the following directory on the computer that was having trouble:
C:\Windows\System32\DriverStore\FileRepository\usbstor.inf_amd64_4e0e6d557dc3e4b a
and renamed my current USBSTOR.SYS to something else, just in case this didn't work. Then I copied over my new USBSTOR.SYS into that directory. Your directory is probably slightly different than mine, but the key thing to look for is that it will start with "usbstor.inf_". Also, I'm not sure why there's a space between the 'b' and 'a' at the end when I paste it here; there isn't supposed to be one.
Next, I went back to the Device Manager, right-clicked on the USB Mass Storage Device, and selected "Update Driver Software".
Then I selected "Browse my computer for driver software",
then "Let me pick from a list of device drivers on my computer".
On the next screen, the new USB Mass Storage Device driver had been found, so I just clicked "Next", and lo an behold, my iPod immediately popped up in Windows Explorer and iTunes! I was in shock!
If this for some reason doesn't work for you, you can always revert back to your old USBSTOR.SYS by changing the name back, and if necessary, repeating the Update Driver Software process.

Watch the iPod's screen when you connect the iPod. What does it say or do, if anything? Does it acknowledge being connected? Does the battery charging indicator appear?
Your profile says MacBook Pro, but if you are connecting iPod to a Windows PC, I assume it is formatted for Windows (not Mac).
I am on windows 10 HP Pavilions Laptop. Battery on IPOD Classic is fully charged. IPOD screen reads do not disconnect. Prior to windows 10 icon for ipod always showed in iTunes, now it does not., I have 2 IPOD Classics 80gb, same situation for both.

That's good and makes things easier. That means the iPod does have a data connection to the computer's system. iTunes is just not seeing it for some reason.
If you have not already since updating to Windows 10, you may want to download the latest iTunes from Apple
and install it again over your current installation.
Then you may want to follow this procedure to completely remove iTunes and then reinstall

Did all of this and it still does not show Ipod Icon in ITunes. Still not recognizing it.

Some of it are things you already tried.
You can also try putting the iPod into Disk Mode

After putting iPod into Disk Mode, connect to computer running iTunes. If iPod is recognized by iTunes, it may prompt you to do a Restore with a message about "recovery."
I went to try this, having the same issue, but your file has been removed from rapidshare. Would you be able to share another link?
