Why can't Apple get iTunes on Windows 10 to work ?

I have installed at least 5 upgrades of iTunes since Windows 10, and it still doesn't work - with a blank black screen under the promotional banners, and the result of any search flashing up on the screen for milliseconds, followed by glimmering arrows in circles that are totally unresponsive.
