You can purchase an unlocked iPhone, and it should work in Colombia, but it's usually not a good idea. For one thing, the warranty in the US will not transfer to Colombia. If anything happens, Apple in Colombia will not repair it. You'll need to take the phone back to the US or send the phone to someone in the US to take to an Apple Genius to fix it.
