I was unabled to reach a friend when I texted her...it never showed as delivered. When I tried to call, it went straight to VM. When I asked them if I was blocked they said they didn't know it was blocked. Can a contact be blocked without knowing it?

It could have been an accident. If your friend can't get anything from you, then they are the one who needs to unblock you. I'm assuming they are using an iPhone. If not, they will have to go to a forum about their phone.
If a contact is blocked, tap the Phone app > Contacts > Select the blocked person's name > At the bottom, should be an option to "Unblock this Caller"

No contacts cant get blocked on iPhone without you blocking them.
You can see who is blocked by doing the following:
Settings>Messages>Blocked.
