I understand that you are having issues with your iPhone connecting to the App Store. Let's see if we can figure out what is going on.
I would first suggest checking the settings on your iPhone. Start with looking at the Date & Time and make sure that you have a good connection to the internet. Take a look at the troubleshooting outlined below to help you out.
If you can’t connect to the iTunes Store

On your iPhone, iPad, or iPod touch
If you can't connect to the iTunes Store on your iPhone, iPad, or iPod touch:
- Make sure that your date, time, and time zone are correct. Tap Settings > General > Date & Time. Time Zone might list another city in your time zone.
- Make sure that your iOS software is up to date. Tap Settings > General > Software Update to check for updates. You can also connect your iOS device to iTunes and click Check for Update on your device's Summary page.
- Check and verify that you're in range of a Wi-Fi router or base station. If you're using cellular service, make sure that cellular data is turned on from Settings > Cellular. If you're connected to cellular data, larger items might not download. You might need to connect to Wi-Fi to download apps, videos, and podcasts.
- Make sure that you have an active Internet connection. Check your device's user guide for help with Internet connection.
- Check to see if other devices, such as portable computers, are able to connect to the Wi-Fi network and access the Internet.
- Reset your Wi-Fi router by turning it off and then on again.
If there's still an issue, learn what to do if your device won't connect to a Wi-Fi network.

Dec 21, 2015 2:51 PM in response to stefenifromorlandoby mpopoff,I am having the same problem. Connecting to the internet and App Store is not the problem. I am always solidly connected. The problem is I cannot download new apps or update existing one on my iPhone 6 and older iPads. Pending updates at the App Store just sit there, they do not update and trying to download new apps does not work.
I was already using IOS 9.2 for a number of weeks before I noticed this
Also when I try to check for Software Updates IE IOS 9.2 I get a message Unable to check for Update. An error occurred while checking for a software update
Cancel or Try Again
I would expect to see the message Your IOS 9.2 in up to date
