As your Apple Watch ran out of battery charge, leave it on the charger with power connected for a total of at least 2.5 hours:
Check your battery and charge your Apple Watch - Apple Support
After that time, remove the watch from the charger and try to restart it: press and hold the side button until you see the Apple logo.
If that does not work, try force restarting it: press and hold both the side button and Digital Crown for around 10 seconds, until you see the Apple logo.
If it restarts successfully, start pairing again:

After I contacted Apple by Chat and we run all the possible reseat functions through, Apple advised my to start together with them the replacement process. After 24 h I had the new one. Seems that the problem is not unknown at Apple. Bad Luck. The replacement problem was easy and fast.
