Try a force restart:
To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
If this doesn't work then:
Reset your Network Settings. Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.

i was tried that both but it still doesn't work. is that hardware or software demage? i think that is hardware demage

If this: If Wi-Fi is grayed out or dim on your iPhone, iPad, or iPod touch - Apple Support doesn't resolve it you most likely have a hardware problem. This was fairly common in the 4 and 4S.
If you are looking for desperate solutions google the "hair dryer trick" and the "freezer trick". I'm not going to actually recommend them, but some people have had at least temporary success.
