Q: How can I change my primary email address?

I no longer have access to my primary email address (since it was hacked). I have a verified second iCloud.com email address and want to switch it to become my primary email address and allow me to remove my old primary email address.  I have tried to logout and log in with the iCloud.com account but it still shows as an additional email address and the invalid email address still shows as primary.
