Q: Locked Apple ID

My wife has had her Apple ID hacked. She received a message saying that her iTunes credit (she doesn't have an account) had been used to purchase games in China. The culprit then imposed a two step security code which she hadn't done. She can't even access her ID to change her password. Apple support are being very helpful but VERY guarded. Is this happening often?
