You can't. Disk Utility doesn't burn disks anymore.

You can right-click in the Finder and choose to burn something, but I don't know if you can choose the format.

You may need to use the command line or another burning utility.

In Disk utility, you can still create an image from a folder. That image can use a hybrid format that has HFS+/ISO/UDF support, and you can subsequently burn that image to disk, but I don't know if that will work for you.

Thanks Barney , But in Yosemite disk utility I can make an iso image, not for burn disk, this is the example of the process,

  1. 1. While started from OS X, insert the Windows installation DVD in an external optical USB drive.
  2. After the DVD mounts, open Disk Utility from the Utilities folder (choose Go > Utilities from the Finder).
  3. Select the USB optical drive so it is highlighted in the Disk Utility window.
  4. Click the New Image icon at the top of the Disk Utility window.
  5. Select DVD/CD master from the Image Format pop-up menu, then choose none from the Encryption menu.

but in Yosemite disk utility is different , but thanks for your time
