You can't. Disk Utility doesn't burn disks anymore.
You can right-click in the Finder and choose to burn something, but I don't know if you can choose the format.
You may need to use the command line or another burning utility.
In Disk utility, you can still create an image from a folder. That image can use a hybrid format that has HFS+/ISO/UDF support, and you can subsequently burn that image to disk, but I don't know if that will work for you.
Thanks Barney , But in Yosemite disk utility I can make an iso image, not for burn disk, this is the example of the process,

Disk Utility in El Capitan can still do it:
Select the optical drive in the left column
In the File menu, select New Image, then Image from the device
Set Format to DVD/CD Master
Set Where to the desired location for the image file
Click Save
To burn the image file to a disc, right-click it and select Burn Disc Image.
