We use family sharing by my iPhone is currently broken and I can't use it. My daughter can't get the apps approved on her iPod. Any ideas how I can approve these? I do have a Mac but its not set for family sharing.

After reviewing your post, It sounds like you have a broken iPhone and need to approve a purchase. I would recommend you read this article, it may be able to help troubleshoot the issue.
Since it is not setup on the Mac, if you enable it on the Mac you can approve the request.
Request and make purchases with Ask to Buy - Apple Support
Mac
- Choose Apple menu > System Preferences > iCloud.
- Click Manage Family and select your family member's name.
- Select Ask to Buy.
Open the notification to see the item that your family member wants to get. (See your notifications on your Mac or iOS device.)
