Q: iPod only shuffles songs in playlists, won't repeat playlists

I've got a 4th generation iPod shuffle. It shuffles my songs on shuffle mode, but when i turn it onto the repeat mode it only reshuffles the order of songs. I've tried resetting it, and removing and re adding songs, and can't fix it. Any Suggestions???
