Q: How do I share my entire iCloud Photo library with different ID?

I'm in the process of uploading my 25K picture library to iCloud Photo Library. I realize that I should be able to download a thumbnail version of each picture on my iPad and iPad. Now, how about my wife's iPad which has a different Apple ID? How do I get her to see the entire album?

iMac, OS X Yosemite (10.10.3)

You can not - ICPL only works using the same Apple ID

You can use iCloud Photo Sharing to share albums of photos up to 5000 Photos per shared album - iCloud Photo Sharing FAQ - Apple Support

With Family Sharing you can both share a common family album which each of you can add to or delete from. Each can keep their own Apple ID for emails, messages, etc.
