What is encrypted file "COPD*Asian characters*" in my iCloud settings (storage - documents and data) on my iPad (iOS 9.2)? Is it malware? Should I delete it?

I found this thread because I ran into the same file. In my case, I used to have the Pacer App, which was developed by Pacer Health, INC. The same company has an app with the same icon shown in your screenshot, with the same name as well, so it seems like it's a data file related to the Pacer App. If you weren't using the Pacer App, try looking for other apps by the same developer to see if you have used one of them.
