The resource below will help troubleshoot the issues you are having with iTunes Match.
If you can't download, play, or access songs
Follow the steps below.
Check your Internet connection
Test the Internet connection on your iOS device or computer.
On your iPhone, iPad, or iPod touch
If can't connect to a Wi-Fi network, you can try using cellular data:
- Go to Settings > App and iTunes Stores.
- Turn on Use Cellular Data.
You might have to pay a fee to download over a cellular network. Contact your wireless carrier for details, and learn about cellular data settings and usage.
On your computer
Open Safari or another Web browser and open a website to make sure that you're connected to the Internet.
Make sure that iTunes Match is on
Check the settings on your computer, iPhone, iPad, or iPod touch to make sure that iTunes Match is on.
See if your songs are available for download
In iTunes, turn on the iCloud Download column to see the iCloud Music Library icons. A "Available for download" icon
appears next to songs that are available in iCloud Music Library but haven't been saved to your computer and therefore won't be matched.Take care,

I already checked all these things though. I said iphone is not downloading songs, but I meant it does not sync with mac's itunes. It looks like 40k+ is simply too much for the device to sync. I would understand if I had a 3.5, but an iphone 6 should prove more than enough.

Use iTunes Match on your iPhone, iPad, iPod touch, or your computer
Check your storage on your iPhone, iPad, and iPod touch

Correct.
If you are using iTunes Match, you do not sync music with iTunes on your computer.
