iCloud iPad out of memory need instructions how move to icloud

Mini iPad memory is full (used 11.8 GB and 0 bytes left) but have 35GB available in iCloud. I have hundreds of photos and about 60 videos that I need to send to my iCloud memory. I am not very computer literate and have tried, unsuccessfully, to do this. At this point, I need help I really need someone to give me a step by step approach to accomplish this as soon as possible.
